CI: force IPv4 on ALL build JVMs via JAVA_TOOL_OPTIONS

The refactor dropped the command-line -Djava.net.preferIPv4Stack from gradlew, so
artifact-transform/worker JVMs reverted to IPv6 and couldn't reach dl.google.com
("Network is unreachable"). JAVA_TOOL_OPTIONS is inherited by every spawned JVM.
